MINUTES OF THE TOWN OF MERRILL BOARD MEETING HELD AT THE TOWN OF MERRILL COMMUNITY CENTER

SEPTEMBER 12, 2011

 

   

Chairman Burgener called the meeting to order at 6:30 P.M. with the Pledge of Allegiance

     

ROLL CALL:   Chairman Bill Burgener, Supervisors Simon, Matushak, Pettit & Voigt, as well as Clerk, Treasurer and Constable in attendance.    

 

Also present:  Marilyn Burgener, Roger & Marion Anderson, Larry & Julie Wenning.

Rod Akey and Leo Fehlberg.

 

Motion by Simon “to dispense with the reading of the minutes of the August 8, 2011 Board Meeting and approve as written”.   Motion 2nd by Voigt.  Carried 5-0.

 

Treasurer’s report:  Balance as of  August 31, 2011 - $382,406.13.  Checks issued Sept- ember 12, 2011 total $89,687.26 for a balance of $292,718.87 as of this date.  Motion by Voigt “to approve as read”.   Motion 2nd by Matusak.  Carried 5-0.

 

Motion by Simon “to approve the vouchers as submitted, checks #15968 thru #16021”.  Motion 2nd by Pettit.  Carried 5-0.

 

 

 

DISCUSS BIDS FOR CONSTRUCTION OF A NEW TOWN GARAGE:  Bids were received and opened at the August 29, 2011 Board Meeting.  A summary of the bids and

a summary of cash on hand and contemplated expenditures for the balance of the year were distributed.  Bids submitted were for in-floor heating and an alternate bid for Modine type forced air heat.   Rod Akey pointed out there would be an additional charge of $850.00 to increase side wall insulation to R-25 and an additional cost if well depth is greater than 50 ft.   Scott stated the Long Range Building Committee recommends accepting the bid of Decker Lumber.  There being no discussion, Voigt made motion “to accept Decker’s bid of  $173,760.00, waive the Performance Bond of  $2300.00, bringing

the cost to $171,460.00, approve the R-25 insulation and any extra for the well”.  Motion

2nd by Simon.  Carried 5-0.

OLD BUSINESS:

 

Ordinance No. 2011-15 Town of Merrill Ice Drags Ordinance:  Stacy reported Town of Rock Rock Falls has adopted the ordinance and Harding and Scott will be doing so

at their September 13, 2011 Meeting.  Burgener made motion “adopt Ordinance No

2011-15 Merrill Ice Drag Ordinance”.  Motion 2nd by Voigt.  Carried 3-2.  Matushak

and Simon opposed.                                                                              

 

Outside Lighting and Flag Pole:  Chairman reported receiving a  quote from RLT Electric of $6800.00 for two poles with lights at the East and West corners and did not

include the flag pole.  Chairman to obtain more quotes and discuss the matter further at

the October Board Meeting

 

 

NEW BUSINESS

 

Review and Adopt the following ordinances:  No. 2011-08 Ordinance to Regulate

Certain Events and Pedestrians – No. 2011-02 Junked Motor Vehicle Ordinance – No.

2011-04 Citation Ordinance – No. 2011=13 Waste Treatment Disposal and Storage

Ordinance – No. 2011-12 Town Cemetery and Burial Site Ordinance – No. 2011-11

Building Information Permit Ordinance and No. 2011-09 Public Nuisance Ordinance.

Ordinances were discussed, with Burgener making motion “to adopt all ordinances reviewed”.  Motion 2nd by Voigt.  Carried 5-0.

Ordinance No. 2011-10 Road Use and Speed Control and Ordinance No. 2011-2011-05 Driveway and Highway Access Ordinance/Permit to be reviewed and adopted at the

October 10, 2011 Board Meeting.

 

Resolution No. 2011-14 Employee Grievance Resolution:  Resolution was discussed

with Voigt making motion “to adopt Resolution No. 2011-14 and discuss appointment

of a “Hearing Officer” and set a fee, which would be divided equally between the em-

ployee and the hearing officer, at a later date”.  Motion 2nd by Simon.  Carried 5-0.

 

Russ Grefe Letter:  Mr. Grefe, N2730 R.O.W. Road has been requesting the North section of this road to his property be brought up to standard.  After discussing past

problems with this part of the road,  decision  made to dump and grade 6-8” of rotten granite at this time.

CORRESPONDENCE: -  Clerk presented a survey from North Central Wisconsin Re-

gional  Planning Commission regarding Outdoor Recreation.  Clerk to respond stating we

have no outdoor recreational improvements pending.

Motion by Pettit “to adjourn”.  Motion 2nd by Voigt.  Carried 5-0
