MINUTES OF THE TOWN OF
NOVEMBER 14, 2011
Chairman Burgener
called the meeting to order following completion of the Public Budget Hearing
and the Special Town Meeting of Electors.
Motion by Voigt “to
dispense with the reading of the minutes of the October 10, 2011 Board Meeting
and approve as written”. Motion 2nd
by Simon. Carried 5-0.
DISCUSS AND ADOPT YEAR 2012 BUDGET:
There being no objections to
the
budget as discussed at the
Public Budget Hearing, Matushak
made motion “to adopt
the 2012 budget as
presented and amend as necessary”.
Motion 2nd by Voigt.
Carried
5-0.
OLD BUSINESS:
Adoption of
Ordinance No. 2011-05:
Driveway and Highway Access Permit
Ordin-
ance was discussed.
Simon made motion “to adopt ordinance No. 2011-05”.
Motion
2nd by
Burgener.
NEW BUSINESS
Expansion of
Manager stated the
present landfill is reaching its capacity and the time has gone to in-
crease its size.
Expansion will be to the North of the present landfill.
He also explained the process of expansion and would be notifying the
Town the 1st part of December as the
Town would have to
approve and participate in negotiations

Approval of
Snowmobile Routes for
Requested
(East & West) and
discussion, Matushak
made motion “to approve these roads as snowmobile routes”.
Motion 2nd by Simon.
Carried 5-0.
Highway C Overpass
Hearing:
Supervisor Voigt
reported attending a DOT meeting and stated the North Star Drive and County Road
C overpass is not an open and shut case.
The Lincoln County Highway Department, City of
Time Cards:
Supervisor Pettit explained the need for employees to fill out a time card
indicating hours and
type of work done and on what projects.
This would make it much
easier to file a
report, if and when another disaster should arise, as the State requires de-
tailed reports.
Hopefully this can become effective by
the first of the year.
on the Community
Center roof to eliminate anyone getting hurt from snow sliding off
and to protect the
rain gutters. Matushak reported
there are two types available – one
is an “L” shaped
plastic piece that gets screwed to the roof at a cost of $4950.00 and the
other one gets
anchored to the roof ribbing at a cost of $6600.00.
It was pointed out that
no screws are in the
present roof structure. After
discussion, Voigt made motion “to have
Decker Lumber
install the $6600.00 ice block.

Carried 5-0.
Matushak will be
meeting with RTL Electric regarding outside lighting.
A temporary
reflective “Town of
Merrill Community Center” sign will be erected soon and the permanent sign and a
flag pole erected in the Spring.
CORRESPONDENCE:

Clerk reported assessor is checking into the possibility of
treating the Out of
Court mobile homes as Personal Property, rather than their paying a
monthly parking fee
as mobile homes in courts do.
Present Mobile Home Ordinance
treats Out of Court
mobile homes same as in mobile home courts.
Whether the Out of
Court homes would
lose Lottery Credit is another factor to take into consideration.

Scott Streich suggested possibly outside lighting could be
obtained through
Wisconsin Public Service
Motion by Simon “to
adjourn”. Motion 2nd by
Voigt. Carried 5-0
